Blue and White Korean Japanese Vase Vintage - $169 (San Luis Obispo)

Little History: Gifted to my brother-in-law who was hired by the Korean government as an architect 40 years ago.
The president of Samsung gifted him this vase.
It is not an antique and not sure if the mark at the bottom is Japanese or Chinese.
I think the mark denotes the person who made it.
Dimensions: 8" tall x 27" round at thickest section.
This item has sat in a box for all that time.
Would appreciate hearing from someone who may know more about this vase and its origin.
Not able to find anything online.
