Position Summary:
Responsible for community wide Child Care Resource and Referral services working to increase access to quality child care options for families in San Luis Obispo County.
Work with parents/caretakers assisting them to select child care and work to build child care capacity through training, consultation, coaching and support.
May be involved in Child Care Food Program, Quality Counts, Prevention and Early Intervention, and other quality improvement initiatives.
Duties are performed in collaboration with other Child Youth and Family Services (CYFS) Programs and in coordination with the Children Services Coordinator and the Children Services Manager.
Supports CAPSLO’s mission by ensuring that referrals for services and related activities are promptly and appropriately processed.
Required Education and Experience: • Child Care Services Specialist I: • Combination of education and/or experience equivalent to three years in child development, resource and referral social services and/or case management.
• Child Care Services Specialist II: • Combination of related education and/or experience equivalent to four years in social services, child development, resource and referral and/or case management.
One year of which must be experience working as a Child Care Services Specialist I, or equivalent experience to performing duties at a Level II in another Resource and Referral Agency in California using State and Federal Regulations.
Preferred Education and Experience: • Child Care Services Specialist I: • Bachelor’s Degree in Child Development or Early Childhood Education is preferred.
• Child Care Services Specialist II: • Bachelor’s Degree in Child Development or Early Childhood Education is preferred.
License & Certifications: • Must have dependable, insured transportation and valid California Driver’s License (mileage to be reimbursed) and acceptable driving record.
• A DMV printout and proof of insurance is required.
Essential Functions: • Plans, develops, and conducts training and individualized consultation for individuals to become child care providers.
• Provides child care planning and referral services to support families in finding a quality child care match and to link them with resources.
• Collects data and statistics, and contributes to monthly and quarterly reports.
• Recruits and enrolls participants into the Child Care Food Program and various quality improvement programs.
• Communicates regulations, distributes resources and contributes to the health, safety and viability of child care programs.
Responsibilities and Duties: • May conduct site visits for the purposes of monitoring for compliance, support for licensing, activities with children, or assistance with paperwork.
• May process eligibility and claims for meal reimbursement.
• Performs various clerical tasks including: typing, word processing, computer input, compiling statistics, copying, maintaining mailing lists, receiving and routing incoming program mail, and filing.
• Represents programs at appropriate workshops, conferences and meetings.
• May act as library receptionist and perform some library clerical functions during hours open to the public.
• Must use reasonable precautions in the performance of one’s duties and adhere to all applicable safety rules and practices, and act in such a manner as to assure at all times maximum safety to one’s self, fellow employees, clients and children.
• Performs other duties as needed.
Responsibilities and Duties (Child Care Services Specialist II): • May give training and direction to Child Care Services Specialist I.
• May plan and develop new programming for projects and programs.
• May represent agency at meetings, contribute to partnerships and work in conjunction with the Children Services Manager to act on information gathered.
Knowledge, Skills and Abilities: Knowledge: • Must be computer literate, with knowledge of Microsoft Office and Google Suite.
Skills: • Must be emotionally mature, stable, and tactful.
• Must be self-motivated and be able to work with a minimum of supervision.
Abilities: • Must be able to maintain computer documents and database spreadsheets.
• Must be able to work the flexible hours required in order to meet obligations of the position including some evenings and weekends.
• Must be able to manage multiple tasks successfully.
• Must be able to apply sound judgment in decision-making.
• Must be able to present ideas in a clear, concise and literate manner, both verbally and in writing.
• Must be able to maintain client confidentiality.
• Must be able to maintain accurate records, compile and report statistical data.
• Must be able to work cooperatively with others.
• Must be able to operate a calculator and various other office machines.
• Must be able to relate well to all people of the community regardless of color, national origin, religion, sex, pregnancy, age, marital status, veteran status, sexual orientation, disability or socio-economic level.
• Must understand, uphold, and continue working toward accomplishing the mission, strategic goals and performance measures of the agency.
Supervisory Responsibility: This position has no supervisory responsibilities.
Work Environment: Requires working indoors in temperature-controlled environment with some exposure to copier and printer chemicals/fumes.
Physical Demands: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
Physical: • Position requires intermittent sitting, standing, walking, twisting, and bending.
• Must be able to lift 30 pounds.
• Simple grasping and hand manipulation required, as well as reaching above and below shoulder level.
Travel: Occasional out-of-area travel may be required.
Additional Eligibility Qualifications: • Must be at least 18 years of age by date of hire.
• Must comply with the CAPSLO COVID-19 Vaccination Policy, either being fully vaccinated or sign a COVID-19 vaccination declination form.
• Based on program, a current TB skin test/Chest X-Ray may be required.
• Employment is contingent upon meeting all applicable job requirements and background requirements.
A criminal history clearance is required prior to employment.
• Upon hire, agency staff will check the Megan’s Law (or the current sexual predator website) to ensure each staff being hired is clear for employment.
