THE IDEAL CANDIDATE: The City of San Luis Obispo Fire Department is seeking a dedicated and passionate leader to fulfill the position of Community Risk Reduction Manager in support of our City's efforts at mitigating risks and fostering resilience.
The ideal candidate will have a thorough understanding of the Mitigation/ Preparation/ Response/ Recovery cycle and the 5 E's of an effective Risk Reduction Strategy; Engineering/ Education/ Enforcement/ Economic Incentives and Emergency Response.
Understanding how these paradigms effect risks and hazards will be critical to success in our all-hazards fire department.
Additionally, the Community Risk Reduction Manager will need to be a strong leader who can develop an internal team, as well as collaboratively build and develop relationships with our community partners to foster the needed hazard mitigation and resiliency for SLO.
This key position requires a leader who understands that risk reduction in our community is a synergistic effort that extends beyond the boundaries of traditional fire prevention, emergency management or suppression confines.
The next Community Risk Reduction Manager will be a proven leader capable of synthesizing emergency management principles, fire and building code and fuels management practices into a comprehensive Community Risk Reduction strategy.
JOB SUMMARY: Plans, organizes, supervises, oversees, and participates in the operations and activities of the Fire Department’s Community Risk Reduction Division, including fire and life safety and emergency preparedness programs; oversees hazardous materials management, emergency management, vegetation management, development review, plan review, construction inspections, and fire investigations; coordinates activities with other City departments, divisions, and outside agencies; develops and implements educational and public information programs to promote community risk reduction; assists the Fire Chief with special projects and administrative duties; performs related work as assigned.
CLASS CHARACTERISTICS: This single-position mid-management classification is responsible for planning, overseeing, and directing the activities of the Community Risk Reduction Division, including the development and implementation of programs, projects, policies, procedures, goals, and objectives; supervision of staff; oversight of day-to-day operations; and short- and long-range planning, budgeting, and program evaluation.
The incumbent performs diverse, specialized, and complex work involving considerable accountability, discretion, and independent judgment to ensure that the City’s fire prevention, risk reduction, and preparedness services and programs positively contribute to the safety of the community.
This class is designated non-sworn; however, it serves as an integral member of the Fire Department’s management team, providing technical expertise and program support in the areas of assignment.
EXAMPLE OF DUTIES
SUPERVISION RECEIVED AND EXERCISED: The Community Risk Reduction Manager receives general direction from the Fire Chief.
Direct supervision is provided to professional, technical, and office support staff.
SUPPLEMENTAL INFORMATION
EDUCATION AND EXPERIENCE: Graduation from a four-year college or university with major coursework in fire protection, emergency management, public or business administration, or a related field;andFour years of increasingly responsible experience in community risk reduction program development and management, including three years of supervisory experience.
orAn equivalent combination of education and experience.
Training and certifications in community risk reduction, domestic preparedness, and public relations are desirable.
A master’s degree in public or business administration is desirable.
POSSESSION AND MAINTENANCE OF: A valid California class C driver's license and a satisfactory driving record.
Possession of California State Fire Marshal certificate is desirable.
