Oversight responsibility for Residential or Outpatient Treatment Programs.
Fiduciary responsibilities and general operations, including Medi-Cal and private health insurance diagnoses and treatment plans.
Support in supervision, hiring, and evaluation of counselors and/or interns.
Case management for men, women, and families seeking recovery from substance abuse.
Provides direct assessment and diagnosis for clients entering treatment, continuing treatment, and discharging form, or stepping down treatment.
Community outreach for the advancement of agency services.
Speaking presentations and representing the agency in the community and at events.
Clinical Supervisor I, II and exempt status based on level of supervision responsibility.
MINIMUM QUALIFICATIONS
A four-year college degree or equivalent and 2 years direct experience in a treatment program, a master’s level degree in marriage and family therapy, social work, registered nurse, or related field; plus 2 years of administrative experience; Substance Use Disorder Certification plus 5 years’ experience working with people with alcohol and/or drug abuse problems in a treatment or prevention environment.
Registered with the CA Board of Behavioral Sciences required.

Principle Responsibilities: The following responsibilities represent the essential functions of the position.
An employee in this classification is responsible for carrying out the following functions:
Provides direct assessment and diagnosis for clients entering treatment, continuing treatment, and discharging form, or stepping down treatment.
Oversees quality assurance of counseling and support staff and case management or intake services in specific areas such as withdrawal management, residential, outpatient, and public and private insurance referrals.
Provides direct counseling supervision; supervises interns.
Works in the agency planning effort to design and implement programs and services supporting the long-term participant goals.
Performs continual evaluation of agency services and or departmental functions measuring activities against quality standards.
Recommend and design plans for continual improvement.
Assist with financial planning and budgeting as well as monitoring and forecasting for assigned departments.
Assures regulatory and contractual compliance of all program and operational services under the area of assignment.
Leads the highest standards for a safe work environment.
Leads departmental efforts of staff development.
Provides support negotiating new contracts and services and develops primary relationships with funders and regulatory agencies.
Attend and participate in management team meetings.
May attend and participate in meetings of the Board of Directors, and assigned Sub-Committees providing staff support and making presentations and reports as needed.
May perform other duties as assigned to assure the efficiency of the program.
Required Knowledge, Skills, and Abilities:
Proficient in MS Word, Excel, and PowerPoint, various EHR databases including Avatar, or similar programs.
Knowledge of community outreach/education
Ability to interact effectively with diverse groups.
Ability to communicate and lead in a culturally competent and sensitive manner.
Excellent written communications
Ability to analyze data and produce reports.
Ability to lead and manage change.
Physical and Environmental Conditions: An enclosed office environment.
Time spent sitting, using a computer station, periods of intense concentration, using the telephone, and paperwork.
Time spent in meetings travels to various work site locations throughout the county.
Some exposure to outdoor weather conditions.
NOTE: Employees will be required to be fingerprinted, vaccinated & boosted, screened for tuberculosis, and trained in CPR & First Aid.
