The City of Paso Robles is pleased to announce the search for an Airport Maintenance Specialist I/II.
The Paso Robles Municipal Airport is a general aviation airport 4 miles northeast of town.
As one of the only city-owned airports on the Central Coast, it has tremendous potential for growth and will serve as a vital link in the transportation services of this area far into the future.
Airport Maintenance Specialists are fundamental to day-to-day operations by assisting in the coordination of airfield inspections, enforcing airport rules and regulations, and executing general maintenance of the site’s 1,300 acres.

The Organization The City was incorporated in 1889 as a general law City that operates under the Council-Manager form of government with a general population of 31,176 as of January 1, 2022.
The governing body consists of a five-member City Council and, beginning in 2020, the City is now divided into four voting districts, each district represented by one City Councilmember residing in that district; the Mayor’s position remains at-large.
The voters also elect one City Treasurer at-large.
All six elected positions are non-partisan.
The City Manager, appointed by the City Council, is the Chief Executive Officer, and is empowered to appoint all non-elected employees, except for the City Attorney.
The City has a total annual budget of $173 million for fiscal year 2023/2024, and a total of 295.

The airport is currently staffed with an Airport Manager and one Maintenance Specialist I/II.
To ensure adequate support of operations, City Council has recently authorized an additional Maintenance Specialist position.
Typical Duties Perform a wide variety of work in support of the daily operation, maintenance, and emergency response of the Paso Robles Airport Perform airfield maintenance and inspections to Federal Aviation Administration (FAA) standards and specifications including but not limited to maintenance of airfield lighting systems, airfield markings, hangars, surface preparation and repair, beacons, tie-downs, and chains Operate and maintain a variety of equipment such as mowers, tractors, street sweepers, and hand tools Perform routine repairs and preventative maintenance of the airport terminal and other facilities Perform landscape maintenance on airport grounds including but not limited to planting, transplanting, and maintaining trees, shrubs, flowers, and lawns; installing and maintaining irrigation systems; fertilizing and applying herbicides and pesticides; and maintaining landscaped areas around buildings, airfields, and along roadways Coordinate and monitor various onsite activities with fixed-based operators, hangar owners and renters, tenants, the FAA, and the general public Maintain a variety of records on projects, materials, and equipment; prepare narrative and statistical reports as needed by management, clients, and compliance agencies Maintain an understanding of and compliance with federal, state, and local aviation rules and regulations Respond promptly and professionally to aircraft incidents and monitor airfield security Perform routine janitorial duties of public restrooms and meeting rooms Provide excellent customer service to tenants, contractors, and the public; escort visitors as needed Assist with compliance of the City's Stormwater Pollution Prevention Program (SWPPP) Perform other duties as assigned After an initial training period, individuals will be assigned a work schedule that includes one weekend day per week to ensure daily airport coverage.
Must be available for regular standby assignments (be ready to respond/arrive to calls for service within 30 minutes) and work emergency overtime as required and in accordance with the existing SEIU memorandum of understanding.
Employment Standards & Special Requirements Knowledge of: Methods and procedures used in the construction, inspection, maintenance, and repair of airport facilities The operation and minor maintenance of a variety of hand and power tools, vehicles, and equipment Basic record keeping and mathematics Safety equipment and safe work methods and practices related to the work, including the handling of hazardous chemicals Tools, materials, and equipment used in maintenance, repair, and landscaping Applicable federal, state, and local codes and regulations Safe and proper use and application of herbicides, fungicides, and pesticides Proper grounds maintenance methods Systems of lighting controls and irrigation repair, installation, and troubleshooting techniques Cleaning procedures and the proper use of custodial equipment Airport rules and regulations related to ground movements around an airfield Ability to: Perform semi-skilled construction, modification, maintenance, and repair work on airport facilities, grounds, and equipment Locate underground utilities by use of blueprints and electronic locating equipment in accordance with Underground Service Alert (USA) regulations Accurately troubleshoot and correct a variety maintenance problems and determine the materials and supplies required for repair Safely and effectively operate vehicles and specialized equipment utilized in the maintenance of an airport Effectively interact with the public to answer questions, explain applicable laws, rules, and regulations, and investigate complaints Maintain accurate logs, records, and reports of work performed Communicate professionally both verbally and in writing Make accurate arithmetic calculations Read and interpret construction drawings and specifications Maintain accurate logs, records and basic written records of work performed Understand and follow oral and written directions Work independently and in a team environment Establish and maintain effective working relationships with those contacted in the course of the work Education and Experience Any combination of training and experience, which would provide the required knowledge, skills and abilities is qualifying.
A typical way to obtain the required qualifications would be equivalent to graduation from high school and: Airport Maintenance Specialist I: One year of construction, maintenance, or repair experience related to the assigned work.
Airport Maintenance Specialist II: Three years of semi-skilled construction, maintenance, or repair experience related to the work assigned.
Licenses and Certifications Must possess a valid California Class C driver license and have a satisfactory driving record.
Distinguishing Characteristics Maintenance Specialist I is the entry-level in this class series.
Initially under close supervision, incumbents with basic maintenance experience learn City facilities, use of tools and equipment and a wide variety of practices and procedures.
As experience is gained, assignments become more varied and are performed with greater independence.
Incumbents may advance to the higher level after gaining the knowledge, skills, and experience, and demonstrating the ability to perform the work of the higher-level class.
Maintenance Specialist II is the experienced journey level in this class series capable of performing a wide variety of work to ensure that the City facilities and infrastructure are maintained in a safe and effective working condition.
Responsibilities include performing all operational and maintenance activities in the assigned area.
Advancement Criteria A Maintenance Specialist I who meets the criteria to advance to Maintenance Specialist II must have served a minimum of 6 months satisfactory performance at their current wage step prior to reclassification.
Other Requirements Must be willing to work outdoors in all weather conditions and with exposure to traffic, fumes, odors, dust and potentially hazardous chemicals and conditions.
Physical Demands Must possess strength, stamina, and mobility to perform heavy physical work, use varied hand and power tools, operate a motor vehicle and heavy construction equipment and lift, and move materials and equipment weighing up to 60 pounds, unassisted, and heavier weights with the use of proper equipment; visions to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone or radio.
May be required to wear a self-contained breathing apparatus and other safety equipment.
