The Assistant Assessor will be an "at-will" employee of the County.
The Ideal Candidate We are looking for a candidate who has demonstrated success in the following areas: Plans, organizes, controls, and directs all the operations, activities, and assessment processes of the Assessor's Office while assuring that department activities comply with established standards, requirements, internal controls, applicable laws, codes, regulations, ordinances, and established policies and procedures.
Assists the Assessor in developing departmental policies, procedures, standards, goals, and objectives.
Acts on behalf of the Assessor during their absence; serves as departmental spokesperson to the Board of Supervisors, Board of Equalization, other departments and agencies, and the local media in the absence of the Assessor; represents the Assessor on State and local committees and other activities as assigned.
Provides direction and oversight to managers and project leaders working on multi-departmental and/or multidisciplinary assessment processes and systems projects, and other special projects as assigned.
Coordinates and directs managers in the preparation, review, and analysis of a variety of narrative and statistical reports, documents, and correspondence related to assessment processes to assure accuracy, completeness, and compliance with established requirements; establishes and meets timelines and priorities.
Oversees the preparation and presentation of assessment appeals in equalization hearings before the Assessment Appeals Board and subsequent court hearings; assists in preparing and reviewing periodic Board of Equalization surveys/audits covering assessment and operational activities within the Assessor's Office.
Coordinates and directs personnel, communications, and resources to meet County needs and assure effective and efficient department activities; oversees the development and implementation of department programs, projects, processes, services, internal controls, goals, objectives, systems, and activities; assures proper and timely resolution of departmental issues, conflicts, and discrepancies.
Supervises, trains, and evaluates the performance of assigned personnel; interviews and selects employees and recommends appointments, transfers, reassignments, and promotions; assigns employee duties and reviews work to assure accuracy, completeness and compliance with established standards, requirements and procedures; develops, implements and conducts training programs as required; takes immediate action to resolve and correct discipline problems and recommend suspension, demotion and termination when deemed appropriate.
Oversees the development, preparation and monitoring of the annual budget for department programs, projects and activities; analyzes and reviews budgetary and financial data; controls and authorizes expenditures in accordance with established limitations.
Establishes and maintains assessment roll functions, activity timelines, and priorities as assigned; estimates time, personnel and resource requirements for projects, operations and activities; monitors progress of assessment roll preparation and modifies activities to meet established objectives and timelines as appropriate; reviews final assessment roll reports to assure proper quality control.
Maintains current knowledge of laws, codes, ordinances, regulations, and pending legislation related to department operations and activities; modifies programs, functions, and procedures to assure compliance with local, State and Federal requirements as appropriate.
Provides consultation and technical expertise to administrators, personnel, outside agencies, and the public concerning department operations, activities and related fiscal functions; responds to inquiries, resolves, issues and conflicts, and provides detailed and technical information concerning related laws, codes, standards, requirements, accounts, budgets, rules, regulations, policies, and procedures; attends and conducts a variety of meetings as assigned; serves on various committees as required.
Education and Experience Graduation from an accredited four-year college or university with a bachelor's degree in property appraisal, business or public administration, finance, accounting, economics, mathematics, computer science, structural or civil engineering, architecture, geographic studies, surveying, real estate or construction management, agricultural business, or a related field.
(Job-related experience in the above fields or in a State Board of Equalization, or in a County Assessor's, Tax Collector's or Recorder's Office may substitute for the required education on a year-for-year basis.
) In addition, six years of increasingly responsible experience performing assessment duties, including at least three years in a supervisory position.
In addition, the ideal candidate will possess: Over six years of increasingly responsible experience leading a diverse team within a California County Assessor's Office or other California public-service entity.
Demonstrated success working within the guidelines of and in-depth knowledge of State of California assessment and taxation codes.
Expertise in budget preparation and fiscal management in the government sector.
Leadership skills at the senior management level, with more than three years of supervisory experience.
A Bachelor's Degree in Business Administration, Public Administration, Agriculture Business, or other related major.
Public sector experience in local government or a combination of public and private sector experience.
LICENSES AND CERTIFICATES Permanent Appraisal Certification from the Board of Equalization must be obtained within one year of appointment.
Must complete continuing education as described in California Revenue and Taxation Code Property Tax Rules and California State Board of Equalization guidelines to maintain permanent certification.

Pension Benefit and Employee Contribution Rates:The County's pension is a defined benefit plan that provides a guaranteed monthly pension payment for life based on your time in service, wages, and other factors.
The County is the primary contributor to the pension fund, but the health of the pension fund also depends on mandatory employee contributions.
